add failover pool

the pool manages ONE DNS record. its value is rewritten to the highest-priority healthy IP. sticky: it stays on the current IP while healthy, only moving when it fails.
order matters: DNS resolves to the top healthy IP(s)
1 = single active IP (classic failover). >1 = serve multiple healthy IPs simultaneously (DNS round-robin). the pool forces the DNS records to exactly match the active set.
